“Sacramento diocese remaking cemetery for the poor”

The first assignment Frank Espinoza was given when he started as the deputy superintendent of the Sacramento Catholic Diocese's Department of Cemeteries was to address the disarray that had befallen Potter's Field.

It was 1975, and Sacramento County had just turned care of the cemetery over to the diocese in a contract for $25.
